Founded by partners Greg Lemhouse and Carrie Reed, our firm has established itself as a trusted advocate for organizations throughout the state. With extensive bipartisan connections among state legislators, regulatory bodies, and the governor’s office, we ensure that our clients’ voices are heard and understood at every level of government.
US&C provides a full suite of advocacy services, from legislative lobbying to public affairs strategy and stakeholder engagement. Where the Passion Begins

GREG LEMHOUSE
Partner
Greg moved to Southern Oregon in 1995, where he served in law enforcement for two decades, retiring as a Lieutenant and Division Commander for the Medford Police Department. Working in law enforcement and later in a command level position taught Greg the importance of preparation and honed his ability to be a high-level problem solver. He also developed a deep appreciation for community service and the need for strong non-profit community service groups to assist those most in need and those who are often underserved and underrepresented. Upon his retirement from law enforcement, Greg joined Brammo Motorcycles, an electric motorcycle company based in Ashland as their Director of International Government Affairs. In this role, he traveled the world extensively working with governments to update their laws to allow electric motorcycles into their countries, change their tax laws and incentives for electric motorcycles. During this time, Greg created several strong relationships in various countries and within various organizations, including the U.S. Commercial Services Division of the State Department. After Brammo was purchased by Polaris, Greg began his consulting career and joining JWA Public Affairs in the role as a lobbyist and later as Vice President for Client Relations. In 2019, Greg began his own government relations firm, United Strategies (a sole proprietorship). In January of 2023, Greg partnered with Carrie Reed to form United Strategies & Consulting LLC. Through all his experiences, there has been a common thread, that being the need to build strong relationships, understand what people need and the ability to solve problems in a strategic and collaborative manner. Political Experience Greg served as an Ashland City Councilor from 2008-2018. The challenging political environment of Ashland provided Greg with the valuable experience of local politics where constituents expect to be heard and their needs addressed in an upfront and transparent manner. His time on the council also reinforced with him the value of problem solving within the government system and the impact local government can have in supporting vital community partners. Greg served the City of Ashland registered as an independent, which allowed him to work with people from all sides of the issue to find common ground and the best solution to move forward. As a result, Greg enjoyed political support, winning each of his three elections by wide margins.

CARRIE REED
Partner
Carrie originally started her professional career in Florida, where she worked in banking and later as a VP in commercial lending for Sun Trust Banks, a large regional bank. During this time, Carrie developed several very strong relationships and learned the importance of financial stability, with lessons that she now applies upon clients’ request for general business consultation. Carrie has most recently put these skills to use providing the Oregon Shakespeare Festival support as United Strategies & Consulting assists the organization in its current turnaround and rebirth as a once again thriving leader in the arts and as an economic driver for the region. Carrie recently worked as the COO/CFO for a local housing development firm. In this capacity, Carrie was responsible for the overall operations of the company as well as overseeing its financial health. During this time Carrie also led the company’s efforts in the area of government relations. Due to the nature of the building process in Oregon and its oftentimes difficult land use and zoning codes, Carrie led the company’s efforts in building relationships with local governments so that projects could move forward in an efficient way, but also in a manner that built and preserved strong relationships with the local government officials. These efforts allowed Carrie to build trust with these officials, which allowed her company to successfully conduct business with local government entities. Prior to her role as a COO/CFO for the housing development company, Carrie owned her own business as a real estate appraiser for 15 years. During this time, Carrie also started a local towing company with her brother. As the leader of the company, Carrie was thrust into a predominantly male industry, but thrived, leading the company successfully before selling and concentrating fulltime on appraising. Throughout her professional career, Carrie has learned the importance of building strong relationships, working with people from all backgrounds to find a solution that meets their needs and the persistence to be successful in challenging professional environments. Political Experience Carrie previously worked on the staff of Oregon State Senator Ron Grensky and has worked on various campaigns in Southern Oregon. Community Engagement Background Carrie is currently a member of the Central Point Citizens Advisory Committee, a member of the Rogue Yacht Club, and a member of the Upper Rogue River Cabin Association.
